海警海事台東巡航 「柔性亮劍」一舉數得

日本和菲律賓最近宣布啟動涉及台灣以東海域的「劃界談判」,中國海警立即首次在相關海域開展常態化執法巡查,交通運輸部前天(6日)再組織海事系統,開展「台灣島東部海域海上交通專項執法行動」。中方的舉措,既給予日菲直接回應、維護國家主權和海洋權益,更彰顯「一個中國」原則,展現對台灣以東海域的管轄權,實現台海全域有效管轄閉環。相較於烈度較強的軍演,海警海事執法是「柔性亮劍」,以常態化管控替代對抗式博弈,避免局勢升級。

成了別人盤中飧 賴政府唾面自乾

日本菲律賓最近加強防務合作,自衛隊首次大規模派遣作戰人員參與今年的美菲「肩並肩」聯合軍演,劍指中方。菲律賓總統小馬可斯早前訪日,又升格雙邊關係,並在528日發表聯合聲明,決定啟動「專屬經濟區及大陸礁層海洋邊界談判」。但日菲根本不接壤,兩國之間橫亙着台灣島及其東側海域,談判在中方眼中自然是「擅自啟動」、「非法無效」。

匪夷所思的是,台灣作為最直接當事者,雖然被當透明,但民進黨政府不覺得權益和尊嚴受損,反而第一時間發稿「予以肯定,並期待三方共同對區域和平穩定及維護海洋生態做出具體貢獻」。這等於上了人家的菜單,成了盤中魚肉,還拱手稱好,簡直是唾面自乾,在野國民黨和民衆黨強烈抨擊「喪權辱國」,北京外交部更痛斥是「完全喪失民族立場,淪為徹頭徹尾的民族敗類」。

台灣東部海域是宜蘭等地漁民重要傳統捕魚作業區,即使綠營內部也有人認為,涉及台灣漁民利益,當局必須強力交涉。迫於輿論壓力,台北當局幾天之後改口,呼籲日菲考量「台灣權益」,並與台方協商,言語仍是不慍不火,「外長」林佳龍仍稱,日菲劃界談判目的是為了應對中國大陸在太平洋區域的軍事擴張,台灣也應持續強化與日菲的合作。事件突顯民進黨政府為了「抗中保台」,一味倚美媚日,幻想台日菲連在一起可以「共抗中國」,實乃自欺欺人,事態反而促成了台灣東部海域被納入大陸定期巡航範圍。

中國海警局宣布,岱山艦編隊61日在台灣島以東海域展開執法巡查,並且挑明「這是針對日菲單方面啟動台灣島以東海域劃界談判、嚴重侵犯中國領土主權和海洋權益採取的必要行動」。這是中國海警首次以獨立執法巡查名義公開在台灣島以東海域行動。

20228月,時任美國眾議長佩洛西不顧中方強烈反對,堅持訪問台灣。解放軍展開大規模環台軍演,戰機多次飛越所謂「海峽中線」,以行動表明,所謂「中線」並不存在。這次日菲海洋劃界,則讓民進黨政府連台灣東部海域也「守不住」。台灣島以東海域的海况比較複雜,對艦船航行安全和執法作業能力都是極大考驗。這次行動展示了中方的管轄權,證明中國海警已經具備在這一海域常態化執法巡查和管控的實力。

中方執法常態化,也補齊了環台海域管控短板,實現台海全域有效管轄閉環。2012年,日本上演「購買釣魚島」,中國海警在釣魚島海域開展巡航。2024年,大陸漁船在金門對開海域被台灣海巡署追緝時翻覆,造成2死,事後中國海警在廈金海域展開「常態化巡查」。今次巡查標誌環台海域執法體系正式成形,海域管控不留空白、不留死角。

前天,中方又「加碼」反制日菲,交通運輸部組織福建海事局、廣東海事局等,開展台灣島東部海域海上交通專項執法行動,「全面履行海上行政執法管轄權,增強深遠海巡航執法和重點水域交通管控能力」。海警隸屬武警,可持槍執法,海事局職責則側重航運安全。海事執法巡航編隊的加入,首次實現中國海警、海事兩大海上執法力量聯合巡航台灣島東部專屬經濟區海域的局面,增強這一海域的管控力量。

執法巡航反制日菲 強化環台海域管控

從海上維權執法巡航到海上行政執法巡航,以和平的姿態出現,而不是以軍演來軍事威懾,有助避免引發局勢緊張。總體而言,中方此次行動操作精準專業,克制有度,對外反制日菲勾連,對內完善環台全域管控,法理上固化實控狀態,戰略上掌握台海博弈主動權。不管從哪個角度觀察,台北當局都是這次日菲劃界的輸家。

Maritime Patrol East of Taiwan: A Gentle Show of Force

RIGHT AFTER Japan and the Philippines announced negotiations to delimit the maritime boundary in the waters east of Taiwan, China's Coast Guard has conducted routine law enforcement patrols in those waters for the first time. It was then followed by a "special maritime traffic law enforcement operation in the waters east of Taiwan island" by the Ministry of Transport on Saturday (6 June), demonstrating Beijing's jurisdiction over the waters.

Japan and the Philippines have deepened defence cooperation and elevated their bilateral relations lately. On 28 May, they released a joint statement about their decision to launch "talks on delimiting the maritime boundary of the exclusive economic zones and the continental shelf" between the two countries. However, Japan and the Philippines are not adjacent to each other. In the middle of them lies Taiwan and the waters east of it. It follows naturally that the talks are "illegal, null and void" in China's eyes.

Inconceivably, the Democratic Progressive Party (DPP) government in Taiwan did not feel that its rights or interests were violated, nor that it was demeaned. Instead, it promptly issued a press release to "affirm" the Japan-Philippines statement, adding that it "expects to see concrete contributions made by the three governments in enhancing regional peace and stability as well as the preservation of marine ecology". The opposition Kuomintang and Taiwan People's Party slammed this as "upsetting the country's sovereignty". Even within the DPP, some voices argued that this issue concerns the interests of Taiwanese fishermen, necessitating strong government engagement.

Under the pressure of public opinion, the Taipei authorities revised their stance a few days later, asking Japan and the Philippines to respect "Taiwan's rights" and consult Taipei on the matter. However, the comment was still middle-of-the-road. It shows that the DPP government's unrealistic hope of aligning with Japan and the Philippines against China has instead led to the inclusion of waters east of Taiwan under China's regular patrol framework.

The China Coast Guard announced law enforcement patrols on 1 June in the waters east of Taiwan, explicitly pointing out that the exercise was "a necessary response to the delimitation talks started unilaterally by Japan and the Philippines on the waters east of Taiwan island, which seriously undermine China's territorial sovereignty and maritime rights and interests". Then on Saturday, in a further round of countermeasures, the Maritime Safety Administrations of Fujian, Guangdong and other regions launched a special maritime traffic law enforcement operation in waters east of Taiwan under the organisation of the Ministry of Transport.

The recent patrol marks the formal establishment of a comprehensive maritime law enforcement system around Taiwan, leaving no gaps or blind spots in maritime control. The China Coast Guard, part of the People's Armed Police, is authorised to carry firearms, while the Maritime Safety Administration focuses on shipping safety. China's two major maritime law enforcement forces have, for the first time, jointly patrolled in its exclusive economic zone east of Taiwan. Instead of military exercises, this peaceful show of force helps prevent further tensions.

China's operation was precise, professional, and restrained, legally solidifying its control and strategically seizing the initiative in the Taiwan Strait game. From any perspective, the Taipei authorities are the loser in this border demarcation between Japan and the Philippines.
