「安倍談話」墨瀋未乾 安倍此際不應訪華

日本《每日新聞》報道,日本首相安倍晉三下月3日訪華,但是不會出席抗日戰爭勝利70周年閱兵儀式。由於報道未獲中國和日本官方證實,因此實情如何,尚待事態發展。日前,安倍發表二戰70周年談話,對於侵略和殖民罪責大玩文字遊戲,糊弄歷史,欺瞞世人。在這樣的情况下,北京若邀請安倍訪華,須有合理、可信服理由向國人解釋,說明此時此際非接待安倍不可。安倍訪華的事,北京須慎重處理,以免出現中國領導人陪着安倍傷害中國人民感情的場面。
日媒關注華二戰紀念 近日報道安倍將訪京
《每日新聞》的報道引述中日外交消息,表示安倍於93日下午到北京,避過上午舉行的閱兵儀式,出席當日下午的其他紀念活動;報道認為「此舉將是中日給外界留下共同努力實現和解的絕好機會」,云云。由於官方未有說法,因此難以確定報道是否真確。近期,日本傳媒就中國閱兵和韓國總統朴槿惠是否應該出席,顯得陰陽怪氣。例如共同社曾經報道,美國奧巴馬政府要求朴槿惠勿出席中國舉行的抗戰勝利活動,以免傳遞美韓聯盟受中國衝擊的「錯誤信息」,影響華府以日美韓合作為核心的亞洲戰略。就此,韓國外交部官員表示報道內容「不屬實」,又說「在外交上不可能發生」。
此事,反映日本傳媒對朴槿惠是否到北京出席閱兵儀式和紀念活動,好像較韓國當局還緊張,大有不想朴槿惠成行之意。9月金秋,朴槿惠會否到北京,未有確實信息,現在日本傳媒又吹起安倍訪華之風,是耶非耶,難以猜度。不過,安倍在國內民望下跌,日本第二季經濟增長按年收縮1.6%,所謂「安倍經濟學」再現失靈趨勢,而安倍到訪北京,可傳達改善與中國的關係,以外交成就轉移視線。另外,俄羅斯總統普京已確定來華出席紀念活動,安倍若能同期在北京,說不定會爭取與普京舉行峰會。因此,就內外因素,安倍都有誘因在下月初訪華,以紓緩他面對的內外困境。
本月初,中國外長王毅在吉隆坡出席東協會議時,對於日本傳媒有關安倍今年9月訪華的報道,曾經藉回應記者提問的方式,明確表示「我從來沒有聽說過他(安倍)要9月份訪華這個事情,此事不在日程上」,講得清晰明快,不留任何含糊空間。王毅這個說法距今約半個月,若《每日新聞》的報道屬實,則期內發生了什麼事,使安倍訪華的事來個一百八十度轉彎?這段日子,涉及中日的重大事項,只有「安倍談話」。
「安倍談話」模糊日本侵略和殖民行為,沒有坦承罪責和真誠道歉,不僅中國、韓國官方和民間表達不滿,在日本也備受各方批評。此外,英國、德國、法國、美國、意大利等國的專家學者,則從不同角度批評安倍政府的錯誤歷史觀和推行右翼政策的危害。在這樣的背景下,安倍訪華釋出的信息極其混淆,北京會被解讀為給「安倍談話」背書,那不僅國人難以接受,國際也會感到困惑。
默克爾紅場獻花 安倍會到南京謝罪?
較早前在莫斯科舉行的紀念二戰閱兵儀式,德國總理默克爾因為西方就烏克蘭問題制裁俄羅斯,她在正式紀念活動之後翌日才到訪,當時曾到克里姆林宮附近的無名烈士墓獻花,被認為是消解二戰期間德國與蘇聯戰爭仇恨的舉措。默克爾把德國人坦承侵略戰爭罪責,真誠與受害國和解並道歉,透過獻花再一次演繹出來。若安倍在9月初來訪,他到盧溝橋中國人民抗日紀念館,到南京大屠殺紀念館參觀,就侵略中國、給中國人民帶來的災難謝罪道歉,則歡迎他來;或是願意讓國家主席習近平在南京大屠殺紀念館接待他,也可以。只是安倍會以這樣的身段和方式訪華嗎?若不會,則他此際訪華,絕不恰當。
日本傳媒有關安倍即將訪華的報道,現在無法判別是否真確。「安倍談話」充分反映安倍對戰爭罪責的蔑視,而從他3年前二度執政之後,一應外交事務與整軍經武,隱約圍繞着一個目標,就是劍指中國;日本傳媒報道過安倍在一次與傳媒交誼的活動,坦承正在「籌劃一場對中國的戰爭」,云云。這樣的安倍要來中國訪問,若北京不問原則、罔顧日本侵略罪行而倒屐相迎,則中國人民將情何以堪。期望北京對安倍意欲訪華,要謹慎研判處理,現階段最好是婉拒算了。
Abe visiting China
THE MAINICHI SHIMBUN has quoted sources involved in Sino-Japanese diplomacy as saying Japanese Prime Minister Shinzo Abe will arrive in Beijing on the afternoon of September 3 to avoid the military parade scheduled for that morning and he will attend events to be held that afternoon. The story says that would be the best occasion to give the impression of China and Japan working hard together to become reconciled. As neither government has said anything about it, it is hard to tell whether the story is accurate.
Early this month, when he was in Kuala Lumpur to attend an ASEAN (Association of Southeast Asian Nations) meeting, Chinese Foreign Minister Wang Yi said clearly, "I've never heard of the matter of Abe visiting China in September. That's not on the agenda." It is only about half a month since he said that. If the Mainichi Shimbun story is accurate, what has happened in the meantime that may have led to this about-face regarding "Abe visiting China"? The only significant recent event having to do with Sino-Japanese relations is the delivery of the Abe Statement.
The Abe Statement is ambiguous about Japan's aggression and colonisation. It falls short of a frank acknowledgement of Japan's responsibility for its war crimes or a sincere apology for them. Not only are the governments and people of China and South Korea displeased with it, but it has been widely criticised in Japan too. Furthermore, experts and scholars of the UK, Germany, France, the US, Italy and other countries have from various perspectives criticised the Abe administration for its misguided conception of history and pointed out the harm of pursuing right-wing policies. Against such a backdrop, "Abe visiting China" may give out confusing messages. Beijing may be taken to be eager to endorse the Abe Statement. Chinese people would find that unacceptable, and others, puzzling.
Some time ago a military parade was held in Moscow to mark the end of World War II (WWII). German Chancellor Angela Merkel skipped it because of the West's sanctions against Russia over Ukraine. She arrived the following day in the Russian capital, where she laid a wreath at the Tomb of the Unknown Soldier (next to the Kremlin). That is regarded as a move that would end enmity that has resulted from German-Soviet conflicts in WWII. By laying a wreath there, Merkel once again expressed Germany's acknowledgement of its war crimes, its sincere apology for them and its genuine wish to become reconciled with its victims. Abe would be welcome to visit China next month if he would visit the Museum of the War of Chinese People's Resistance Against Japanese Aggression (near the Lugou Bridge) and the Nanjing Massacre Memorial Hall and apologise for Japan's aggression against China and the calamities it inflicted on the Chinese people. He would be welcome too if he would have President Xi Jinping receive him in the Nanjing Massacre Memorial Hall. But would Abe visit China in such a manner? Unless he would, it would by no means be right for him to visit China now.
As yet there is no telling whether reports in the Japanese media about Abe visiting China are accurate. The Abe Statement fully demonstrates Abe's scorn for "war crime" suggestions. All he has done in diplomacy and armament since he came to power again three years ago seems directed against China. It has been reported in the Japanese media that, at a social gathering with journalists, Abe frankly admitted he "was making preparations for a war against China". Abe being such a person, how could Chinese people take it if Beijing heartily welcomed him to China irrespective of principles and regardless of Japan's war crimes? It is hoped that Beijing will cautiously deal with Abe's intention to visit China. It had better tactfully tell him not to come now.
